Public procurement and AI governance: Developing a strategic framework for middle powers

RAND Europe says frontier AI capabilities are concentrated among a small number of U.S. and Chinese private firms, creating dependence for states that cannot independently evaluate or host leading systems. It identifies vendor lock-in or service withdrawal, limited visibility into frontier development, and data-sovereignty or information-security risks. Proposed procurement measures include evaluation access, information sharing, reliability requirements, termination and exit provisions, and selective domestic or allied capability; the report also recommends access to multiple model families and migration know-how for critical workloads. RAND treats procurement as a bounded tool because governments may lack enough customer leverage, provider-home-state law can still apply, and information asymmetries can persist.
